The Devil may make X Short-Term Contracts per day, and making a contract with more than one other person another use of the power. For the next 2 turns after the contract is made, the non-devil has a pool of +Y to spend on any rolls that further their contract. The bonus points may only be used once, but maybe divided among multiple rolls as needed, and are applied before the roll is made.
